According to Ed Sieger's article for the Express-Times, the City of Easton is facing some deep cuts in federal Community Development Block Grant (CDBG) money this year, to the tune of $120,000 more than it had anticipated after the president announced earlier this year that there would be budget cuts to community action money, which is also endangering the Safe Harbor shelter for homeless men in Easton.
Mayor Panto has proposed cutting the funds from the parks and road reconstruction budget, rather than from code enforcement, where the money is actually used to help fund code officer positions. But Councilwoman Sandra Vulcano has the fun job of having to propose the resolution for cuts to city council, and will be considering all options. Some on council feel that a flat percentage cut to all awards is the best way to handle it, including cuts to local nonprofits who are already getting planning on getting much less than they usually do, as the city had anticipated cuts and planned for smaller awards already.

It is unfortunate that the feds can only find local discretionary funds which impact America's most needy citizens.
My recommendation is not across the board which would do the same thing. It would also impact the current city budget and there is no revenue source to fill that hole.
My recommendations are aimed at those items that will not impact the grants already awarded and make the cuts in those additional city lines that are not in the current budget.
What we need is a federal government that takes care of our own and doesn't spend lives and $2billion a week in areas of he world that we cannot affect positive changes.
